Utility coordination

Utility coordination involves the identification and modification and/or adjustment of existing utility facilities that may be in conflict with proposed WisDOT highway improvement projects. Utility coordination activities are conducted by regional and central office utility coordination staff.

  • Regional staff are responsible for the identification and resolution of potential conflicts between utility facilities and highway improvements on all highway improvement projects in each region through the implementation of WisDOT policies and procedures.
  • Central office staff assist the regions; review and recommend approval of utility agreements; establish procedures in accordance with approved policy; and, serve as the liaison between the regions and utility companies concerning policy and negotiations relating to utility coordination.

The goal is to support successful utility coordination on WisDOT right of way throughout all project stages, from planning to final construction, and to ensure utility coordination activities occur in accordance with established facilities development processes and with state and federal rules and regulations.
