Local Roads Improvement Program (LRIP)

​Established in 1991, the Local Roads Improvement Program (LRIP) assists local governments in improving seriously deteriorating county highways, town roads, and city and village streets. LRIP is a reimbursement program which pays up to 50% of total eligible costs, with local governments providing the balance.

LRIP projects are awarded every two years on a biennial budget cycle. The current biennial program​ cycle is from July 1, 2023 through June 30, 2025. It is expec​ted that new project applications can be sub​mitted beginning in late September 2023. Contact your County Highway Commissioner for details.

LRIPWeb Application

The LRIPWeb online application is available for local government officials and County Highway Commissioners to:

• Apply for an LRIP project
• Access pending tasks via the "View My Work Queue" function
• Manage their approved LRIP projects
• View project documents
• Request reimbursement upon completion of their projects

To access LRIPWeb:

Beginning June 2020, there is a new procedure ​for accessing LRIPWeb. Access to LRIPWeb is now obtained through the new WisDOT Transportation Assistance System (TAS). The TAS system is the gateway to LRIPWeb and, in addition, provides authorized local government officials access to funding data pertaining to their transportation aids and improvement programs distributed through WisDOT. All current and new LRIPWeb users must complete a one-time registration to log-in to TAS and access LRIPWeb.

Manuals

• Wisconsin Information System for Local Roads (WISLR) Manual - The On/At Manual illustrates how to describe the location of your LRIP project using the On/At Method. This is the same method used by the WISLR system and by local communities to submit pavement ratings to WisDOT every two years. Please contact your County Highway Commissioner with questions.

Summary Reports​

• The Open Projects County Summary Report lists open projects per county and is updated quarterly. It includes a project's location, program type and related funding information.
• ​The Open Projects Statewide Summary Report lists the total number of projects that are o​pen statewide by program type per biennium and is updated quarterly. It includes the total project costs and total reimbursement amounts.
• ​The ​2022-2023 Local Roads Improvement Program Summary Report, published at the end of a biennium, provides program activity and performance information and a list of all projects funded during the biennium.
