Business 51 (Post Road), Plover/Whiting - Portage County

Location

Business 51 (Post Road), County B to Minnesota Avenue, villages of Plover and Whiting, Portage County.

Overview

Business 51 is an important transportation corridor with a significant number of commercial establishments. Project will address safety and congestion. Existing roadway has a higher than average crash rate that is expected to worsen with increasing traffic in coming years.

High volume of traffic on Business 51 makes entering and exiting the highway difficult, especially for left turning vehicles.

Reconstruction from Springville Drive to Minnesota Avenue includes:

  • Wider travel lanes
  • Dedicated turn lanes
  • Urban paved shoulder in both directions
  • Sidewalks on both sides of the roadway
  • Two lanes in each direction with raised center median

Project cost estimated at $42 million to $45 million (including real estate)

  • Options for pedestrians, bicyclists and other mobility devices by providing sidewalks and an urban paved shoulder on both sides of the roadway

Status/phase

Phase 1: Green Drive to Springville Drive
 
  • Completed November 2016. 
Phase 2: Elm Street to Minnesota Avenue
 
  • Final design is scheduled to occur 2013 to 2018.
  • Construction is currently scheduled to begin in June 2018.
Phase 3: Hickory Drive to Elm Street​
 
  • Final design is scheduled to occur 2013 to 2018.
  • Construction is currently scheduled to begin in June 2018.
Phase 4: Springville Drive to Hickory Drive
 
  • Final design expected in 2019.
  • Construction is currently scheduled to begin in 2020.

Improvements to the Business 51/Minnesota Avenue intersection were completed fall 2011.

Traffic impacts

  • Business 51 will remain open to one lane of traffic during construction.
  • Access to properties along the corridor will be provided during construction but may not be directly off Business 51. Access may be through alley ways, side roads, or temporary entrances.
  • Temporary driveway closures may be necessary when constructing the new driveways. WisDOT will contact homeowners and businesses in advance before temporarily closing a driveway. ​
