This is a measure of highway congestion that estimates the additional time travelers need to reach their destinations when traffic is moving slower than free-flow conditions. The department tracks this number to better understand traffic patterns and capacity challenges that may be unique to certain areas. These numbers will not be comparable to hours of delay tracked in previous MAPSS reports, as the federally-set tracking formula has been refined. The goal moving forward will be to lower the number from reports beginning with 2018 data. To view more detailed information visit:

 Year - Annual data is collected from December 1 through November 30.
