This measure tracks the consistency of traffic patterns throughout the state. The travel time reliability goal is to meet or improve from the prior year’s performance result. A decreasing planning time index means delay has been reduced from what it has been on those travel days with delay. The Planning Time Index shows the disparity in travel time on those one or two days each month with much slower travel times.
These numbers will not be comparable to hours of delay tracked in previous MAPSS reports, as the federally-set tracking formula has been refined. The goal moving forward will be to improve reliability from reports beginning with 2018 data.
