I-94, WIS 312 to WIS 37, in the cities of Menomonie and Eau Claire
I-94 is a two-lane highway that is part of the National Highway System (NHS) and the state and federal long truck route. Maintaining this highway is of great importance to the travelling public.
This project was proposed to improve the deteriorated pavement on I-94 between WIS 312 and WIS 37, originally built from 1965 to 1967. Cracking and deterioration were observed during recent inspection, causing concerns regarding the safety and servicability of the highway. Due to age and structural damage, it has been determined that the pavement used to build this segment of I-94 has reached the end of its useful life. The proposed project seeks to restore the damaged pavement.
The total project consists of seven miles of highway. The work is predicted to take two years to complete.
This project includes the following proposed improvements:
Removal and replacement of 5.5 miles of existing pavement.
1.5 miles of milling and pavement overlay.
Alter ramp lengths to meet current design standards
Alter exit and entrance tapers to meet recommended layout
Joint replacements and concrete overlay on the WIS 312/County E bridge
Other alternatives considered include:
Pavement resurfacing: A resurfacing project was considered to address the issues listed above, but this option provides an insufficient increase in service life expectancy.
No build: A no build option was considered as a baseline for comparison.
There will be single lane closures during non-peak hours for the asphalt paving section and for crossover construction. Traffic run bi-directionally on the eastbound side of the highway while old concrete is replaced on the westbound side. Similarly, traffic will run bi-directionally on the westbound side of the highway while old concrete is replaced on the eastbound side.
During periods of extreme congestion or to manage traffic during an emergency incident, I-94 traffic may be directed to use WIS 29 to US 53 (between WIS 312 and WIS 25) as an alternate route.
Trucks will be diverted to an alternate route along WIS 29 and US 53 on Fridays and Sundays (from 10 a.m. to 8 p.m.).
