WisDOT, in collaboration with the Wisconsin County Highway Association (WCHA), conducted a 
   cost-saving delivery pilot program. The $5 million pilot program demonstrated the value of streamlining delivery and oversight processes as a means to reduce project costs where the identified project is:
- Not on the National Highway System (NHS)
 - Has minimal to no environmental impacts
 - Has minimal or no right of way, utility or railroad impacts
 
Sixteen projects were approved via the Local Bridge program. Projects were federally funded at 80% with 20% local funds match.
