WIS 32/57 Resurfacing - Brown County

The Wisconsin Department of Transportation (WisDOT) is seeking public feedback on proposed improvements to WIS 32/57 in Brown County. This website describes the identified needs and proposed design details. We appreciate your input and encourage you to take a moment to review the project information and provide comments.

Location

The 8.1-mile project is located on WIS 32/57 between Mallard Road in the town of Wrightstown and Merrill Street in the city of De Pere, Brown County. Improvements are split into two sections, each identified by a unique Project ID.

  • 7.7 miles of WIS 32/57 between Mallard Road and Cook Street in the towns of Wrightstown and Rockland and the city of De Pere (Project ID 4085-65-00)
  • 0.4 miles of WIS 32/57 between Cook Street and Merrill Street in the city of De Pere (Project ID 4085-65-01)

Purpose and Need

The project's purpose is to address the aging pavement and drainage structures on WIS 32/57, upgrade roadway deficiencies, and extend the roadway service life. The existing pavement was last resurfaced in 2007 and shows signs of cracking and deterioration. Additionally, several culvert pipes need repair or replacement. The existing beam guard and pedestrian curb ramps must be upgraded to meet current design standards and ADA requirements.

Proposed improvements

The following improvements are proposed to address the project needs:

  • Resurface the asphalt pavement
  • Widen the paved shoulder to 5 feet and install centerline and shoulder rumble strips between Mallard Road and County X.
  • Replace substandard beam guard to current design standards to maintain safe roadside conditions
  • Upgrade curb ramps that do not meet American Disabilities Act (ADA) standards to ensure better accessibility for all residents.
  • Replace or repair culvert pipes and storm sewer structures to re-establish proper drainage
  • Construct new sidewalk from Cook Street to Bomier Street on the east side of WIS 32

32 detourAnticipated traffic impacts

Construction is currently scheduled for 2027.

  • WIS 32 will remain OPEN to traffic except during paving operations at the County X roundabout.
    • Crews will use lane closures and flagging operations during roadway work.
  • Staged construction or short-term closures at intersections may occur.
  • Access to residences and businesses will be maintained except for short periods while construction operations are directly adjacent to the entrances.
  • Temporary pedestrian facilities will be in place during the replacement of curb ramps.
  • Short-term (anticipating 1 week) detour for milling and paving operations through the County X roundabout.
  • The proposed detour route will follow County PP to WIS 96.

  • Final Plans: August 2026

Real Estate

Areas of temporary easements may be required to accommodate the proposed improvements. No real estate acquisition is anticipated.

Section 4(f) Property

The Federal Highway Administration (FHWA) has regulations governing the use of land from publicly owned parks, recreation areas, wildlife and waterfowl refuges, and public or private historic sites. These sites are called Section 4(f) properties.

  • The city of De Pere Wells Park, which is adjacent to the project, is a Section 4(f) property. As a result of easements necessary for the construction of a pedestrian curb ramp, WisDOT intends to make an exception to Section 4(f) determination.

Your comments assist us in developing a project that will serve the needs of the traveling public as well as the needs of the local community.
