WIS 42 Resurfacing - Manitowoc County

Location

  • 11.2 miles of WIS 42 from 35th Place in the Village of Two Rivers to 350’ north of Lakeshore Road in the Town of Two Creeks, Manitowoc County, Wisconsin.

Purpose and need

The purpose of the project is to improve the pavement conditions, beamguard​, cross culverts and box culverts in the project limits. The existing surface is showing signs of deterioration including alligator, edge, transverse, and longitudinal cracking. If the pavement issues are not addressed, the roadway will continue to deteriorate. Crews last resurfaced this portion of roadway in 2001. Beamguard does not meet current minimum length requirements. Most of the steel cross culverts are from 1929. Maintenance inspections shows many of the structures are in poor or severe condition. Three box culverts on the project were constructed in 1960. They will reach the end of their useful life before the next scheduled project for this roadway.

Project benefits

Resurfacing will provide a smoother ride for motorists, extend the live of the pavement, and decrease future maintenance costs. Culvert repairs/replacements will help ensure proper drainage and lessen the likelihood of collapse. Beamguard upgrades will provide a greater level of safety should impact occur.

Project information

This is a resurfacing-level improvement that includes:

  • Milling 2 inches of the existing pavement and adding 4 inches of cold-in-place asphalt followed by a 2 ½ inch asphalt pavement overlay
  • Widening paved shoulder from 3 feet to 5 feet
  • Centerline and shoulder rumble strips
  • Beam guard replacements
  • Beam guard removal and slope improvements
  • Box culvert replacement
  • Culvert replacements
  • Culvert cleaning
  • Replacement of small sections of curb and gutter
  • Pavement marking

Project schedule

  • Final Environmental Document was signed in September 2021.
  • Local officials meeting will be held in spring of 2022.
  • Public Involvement Meeting will be held in spring of 2022.Southern detour route on map
  • Real estate acquisition began in winter of 2022.
  • Design is on-going and will continue through summer of 2022.
  • Construction currently scheduled for 2023.
    • This project is being designed to be completed over two years.

​​ Proposed traffic impacts​

First year of construction: WIS 42 will be closed and detoured using two different detour routes.

  • When WIS 42 is closed between 4th Place and County V, the detour will use 22nd Street, WIS 147 and County V.
  • When WIS 42 is closed between V to County BB, the detour will uses County V, WIS 147, County V and County BB
  • Access for residents and business will be maintained during construction.

​​Second year of construction:

  • WIS 42 will remain open during pavement and beamguard work​​ with flagging operations used to close one lane at a time as necessary.
  • Vehicular access may be limited for a very short period during specific construction activities in front of driveways, usually less than a few hours. This will be coordinated between the construction engineer and the property owner prior to any closure.

Real estate

Permanent (FEE) acquisition will be required on WIS 42 just south of Rawley Road, just north of E Tapawingo Road, and 600 feet south of Nero Road. Temporary limited easements may also be needed in certain locations. If your property will be impacted by this project, a member of our real estate department will contact you.
