WIS 42 - Manitowoc County

The Wisconsin Department of Transportation (WisDOT) Northeast Region is in the process of developing proposed improvements on 4.6 miles of WIS 42 between Manitowoc and Two Rivers in Manitowoc County, including construction on the West Twin River bridge. The purpose of this website is to provide information regarding the proposed improvements, describe the potential impacts it would have on the community, property owners and businesses, and offer an opportunity for public comment

Project location

WIS 42 from Waldo Blvd in the city of Manitowoc to the West Twin River Bridge in the city of Two Rivers, Manitowoc County. There are three project IDs associated with this work.

Project purpose and need

The purpose of the project is to extend the service life and improve the riding surface of WIS 42. Currently, the existing pavement is showing signs of deterioration. The existing beam guard has reached the end of its useful life and the metal pipes under the highway are deteriorating. The bridge deck on the West Twin River needs to be overlaid with new concrete to extend the bridge structure’s life. Metal culvert pipes are deteriorating under WIS 42.

Proposed improvements

This is a resurface-level project with bridge deck and culvert work. Proposed improvements include:

  • Mill two inches of the existing surface and pave two inches of hot mix asphalt
  • Concrete Bridge Deck Overlay (West Twin River Bridge)
  • Culvert replacement and cleaning
  • New curb ramps built to ADA standards
  • Beamguard replacement
  • Mirro Drive intersection realignment (closer to 90 degrees. Photo on right)
  • Pavement marking

Anticipated benefits

Resurfacing will provide a smoother ride for motorists, extend the life of the pavement, and decrease future maintenance costs. Culvert repairs/replacements will help ensure proper drainage and lessen the likelihood of collapse. Mirro Drive realignment will provide a safer turning and crossing movement. Bridge overlay will extend the life of the bridge. Beamguard upgrades will provide a greater level of safety should impact occur.

Proposed traffic impacts

WIS 42 will be closed to through traffic for approximately one month during the concrete bridge deck overlay and culvert replacements.

  • Detour will follow County Road Q and WIS 310.
  • Access to businesses and properties in the closed portion of the highway will always be maintained.
    • Note: Some closures will require approaching from the north or south

During highway resurfacing operations following bridge and culvert work, WIS 42 will remain open to traffic using lane closures and flagging operations to complete construction.

  • Local Officials and Public Involvement meetings: Fall 2022
  • Environmental document: January 2023
  • Real Estate Acquisition Begins: Spring 2023
  • Final Plans: November 2024
  • Construction currently scheduled: Spring/Summer 2025

Real estate

Permanent (FEE) acquisition will be required on WIS 42 at Mirro Drive for the realignment of the intersection. Additional permanent (FEE) and temporary (TLE) acquisition is anticipated for culvert work and curb ramps improvements.
