The Wisconsin Department of Transportation (WisDOT) is seeking public feedback on proposed improvements to several intersections in the city of Green Bay, Brown County, Wisconsin. This website provides information regarding proposed improvement scope, schedule, traffic impacts, potential community impacts, information for businesses in the work zone, and offers an opportunity for public comment.
Project location
The Wisconsin Department of Transportation (WisDOT) is improving a total of seven intersection at two different locations in the city of Green Bay, Brown County. There are two different project IDs associated with the work at two locations.
- Project ID 9210-24-00: WIS 54/West Mason Street Project
- Intersection improvements will take place along WIS 54/West Mason St. at Hillcrest Drive, Green Ridge Road, La Count Road, Country Club Road, Packerland Drive, and Hinkle Street.
- Project ID 4190-19-00: WIS 32/Ashland Avenue and 9th Street Project.
- A separate project will improve intersections at WIS 32/Ashland Avenue and 9th Street.

Green Bay intersection safety improvements Public Involvement Meeting
WisDOT will hold a live, online public involvement meeting to discuss proposed intersection improvements via Microsoft Teams. The project team will share maps and displays via a live presentation. Project purpose and need
The purpose of the project is to improve intersection safety and operations along WIS 54 and WIS 32. The need for this project is safety. The project benefits include improving intersection safety through various interchange modifications, upgrades and pavement markings.
Project #1: WIS 54/W Mason Street Project (9210-24-00):
Proposed improvements
This project is an intersection improvement project. Proposed improvements include:
- Reconstructing positive offset left turn lanes at each of the identified intersections.
- Modifications to drainage to accommodate new turn lane layouts including:
- Reconstructing, adjusting, or removing and replacing inlets in the reconstructed areas.
- Reconstructing and reconnecting storm sewer pipes.
- Curb ramp upgrades throughout the project corridor.
- Updated pavement marking and signing in the areas of the turn lane modifications.
Traffic impacts
W Mason St. will have static single lane closures at each intersection, with the ability for through traffic to travel on the mainline for the duration of construction. Temporary changes to Green Bay Metro Route 6 are possible. Local access will be maintained for properties and businesses.

Real estate
Minor right-of-way acquisition will be required including some permanent acquisition and temporary limited easement. A member of the WisDOT real estate team will contact those affected.
Project #2: WIS 32/Ashland and 9th Street Project (4190-19-00):
Proposed improvements
This project is an intersection improvement project. Proposed improvements include:
- Reconstructing positive offset left turn lanes.
- Upgrading curb ramps at the intersection.
- Removing pork chop islands to accommodate truck turning movements.
- Adding medians on 9th St and raising the profile of 9th St to improve railroad safety.
Traffic impacts
One lane of Ashland Ave. will remain open in both directions. West of Ashland Ave., 9th St. will likely remain open in both directions, but a full closure could still occur based on design elements. East of Ashland Ave, 9th St. will be fully closed.

Real estate
West of Ashland Ave., real estate is anticipated on the south side of 9th Street. East of Ashland Ave, real estate is anticipated on both the north and south side of 9th Street. Only temporary acquisition is anticipated. A member of the WisDOT real estate team will contact those affected.
