US 61/US 151/WIS 11 (Mississippi River to County HH), Kieler - Grant County
Project overview
The purpose of this project is to maintain connectivity along US 61/151 and WIS 11 by addressing the deterioration of this segment of pavement. US 61/151 segment consists of concrete pavement with deteriorating pavement joints and asphaltic shoulders. WIS 11 segment consists of concrete pavement with deteriorating pavement joints, concrete spalling and fatigue cracking asphaltic shoulders. Eagle Point Rd ramps consists of deteriorating concrete pavement and asphaltic shoulders.
- Pavement Resurfacing:
- US 61/151 north of Eagle Point Rd and all ramps: Treat concrete pavement distress with concrete repair and concrete replacement. Remove asphaltic shoulders/gores and replace 4-inches of HMA.
- US 61/151 south of Eagle Point Rd: Treat concrete pavement distress with concrete repair and concrete replacement and overlay with 3.5-inches of HMA.
- WIS 11: Treat concrete pavement distress with concrete pavement replacement. Remove asphaltic shoulders/gores and replace 4-inches of HMA.
- Rest Area: Treat Asphaltic pavement distress with mill and overlay with 5-inches of HMA.
- Eagle Point Rd: Treat concrete pavement distress with removing concrete pavement and place 4-inches of HMA over 6 inches of 1-1/4-inch base aggregate dense.
- Other work:
- Culvert pipe replacement
- Guardrail replacement and grading
- Curb ramp replacement in Rest Area
- Concrete approach slab replacement
- Bridge painting B-22-61

- Summer/fall 2025 - Construction anticipated
Traffic impacts/detours
US 61 will be reduced to under single lane closures in each direction. Rest area 106 and the SWEF facility will be closed during construction.
WIS 11 will be constructed in stages. The interchange section will be closed with a detour, the 4-lane section will be under single lane closures/bi-directional, and the 2-lane section will be under a single lane stop controlled operation.
The Eagle Point Road ramps will be closed and detoured. Ramps may be subject to closures during off-peak hours.
Badger Road, County HH and County HHH will be constructed under flagging operations.
