I-94 East-West Project Receives Federal Approval

Federal Highway Administration supports and advances WisDOT’s recommended alternative

Release date: March 8, 2024

The Federal Highway Administration (FHWA) today signed the Record of Decision (ROD), confirming federal approval of the Wisconsin Department of Transportation’s (WisDOT) recommended alternative for reconstructing I-94 in Milwaukee County.

WisDOT continues to engage community members and stakeholders throughout this project. The engagement helped mitigate impacts and refine the selected preferred alternative. With FHWA’s authorization, the I-94 East-West project can now advance into final design and construction.

The selected alternative to improve the urban stretch of I-94, between 70th Street and 16th Street, includes modifications to interchanges to eliminate left-hand exit and entrance ramps, right-sizing the Stadium Interchange to a diverging diamond interchange, and reconstructing the full corridor with four through lanes in each direction. All improvements are subject to future funding allocations. Utility work and project construction are scheduled to begin in late 2025.

The combined Supplemental Final Environmental Impact Statement (FEIS) and ROD document will be submitted for publication in the Federal Register. The final study document will be available early next week at: https://wisconsindot.gov/Pages/projects/by-region/se/94stadiumint/info.aspx.

Public involvement is vital to every WisDOT project and remains a priority as the I-94 East-West project moves forward. Opportunities to engage on the project will continue to be available, and planning for an upcoming public meeting is currently underway.
