The Statewide Transit Planning Program (aka “Section 5304”) supports local and regional transit planning efforts by offering funding for relevant studies and plans. Funding is available at up to 80 percent of eligible expenses. Eligible applicants include Metropolitan Planning Organizations (MPOs), local government authorities, and operators of public transportation systems. Local government authorities and operators of public transportation systems also may request Section 5304 funds to cover up to 75 percent of eligible training expenses.
The Wisconsin Department of Transportation (WisDOT) accepts planning grant applications at any time via the WisDOT BlackCat grants management website. WisDOT reviews applications in the order received and, upon review, may issue a planning grant award. Typically, Federal Transit Association (FTA) funds are not immediately available, so WisDOT will issue pre-award spending authorization in conjunction with the award. This allows the grantee to incur reimbursable expenses while WisDOT awaits FTA funding.
