WIS 76 - Outagamie & Waupaca Counties

​​The Wisconsin Department of Transportation (WisDOT) is seeking public feedback for proposed improvements on ​WIS 76 in Outagamie and Waupaca counties. The purpose of this outreach is to obtain your input on the identified needs and proposed improve​ments along WIS 76 in the project limits. We appreciate your input and encourage you take a moment to review the project information and provide comment.

Project location and limits

The WIS 76 improvements are separated into three individual projects that extend from WIS 54 in the city of Shiocton to the US 45/WIS 76/WIS 22 intersection west of the village of Bear Creek in the towns of Bovina, Liberty, Maple Creek and Deer Creek in the counties of Outagamie and Waupaca.   • Outagamie/Waupaca County Line to US 45 (Project ID 6518-00-00)

Outagamie County project

  • WIS 54 to Outagamie/Waupaca County Line (Project ID 6518-06-00)

Outagamie County bridge project

  • Bridge structures between Boelter Road and County W (Project ID 6518-07-00)

Project need

The purpose of the project is to improve the deteriorating pavement and structures on WIS 76, extend the roadway’s service life and upgrade other roadway deficiencies to improve safety. The existing pavement is showing signs of distress including traverse cracking and the existing joints are failing.

Proposed improvements​​

Project ID 6518-00-70 (Waupaca County: County Line to US 45)

  • Mill/overlay of the existing pavement
  • Realigning median islands on WIS 76/WIS 22 at US 45 intersection
  • Widening for an improved right turn lane on WIS 22 at US 45 intersection
  • Pavement markings and shoulder gravel

Project ID 6518-06-71 (Outagamie County: WIS 54 to County Line)

  • Mill/overlay of existing pavement
  • Culvert replacements
  • Beam Guard replacements
  • Curb ramp replacements within the village of Bear Creek
  • Pavement markings and shoulder gravel

Project ID 6518-07-71 (Outagamie County bridges)

  • Replace two existing bridges with box culverts
  • Pavement markings and shoulder gravel

Right of way needs

Right of way acquisition in the form of Permanent (FEE) acquisition and Temporary Limited Easements (TLEs) will be needed as part of these projects. WisDOT expects to complete the real estate acquisition in 2022. A member of the real estate staff will be in contact with you in the future if your property will be affected.  Real estate needs include the following:

  • Project ID 6518-00-70 (Waupaca County: County Line to US 45)
    • FEE and TLEs will be required on the south side of WIS 22.
  • Project ID 6518-06-71 (Outagamie County: WIS 54 to County Line)
    • FEE and TLEs will be required in Bear Creek for the construction of new curb ramps.
    • A majority of the existing sidewalk in Bear Creek is located outside of the existing road right-of-way.  FEE will be required to acquire the sidewalk as part of the road right-of-way. 
    • TLEs will be required at locations where culverts will be replaced. 
  • Project ID 6518-07-71 (Outagamie County bridges)
    • FEE and TLEs are required for construction of the new box culverts.  
Traffic impacts

Full closures, lane closures, and flagging operations will be utilized at various times during construction. Construction will be staged in a manner to minimize traffic disruptions. Access to businesses and property owners will always be maintained. Tentative impacts are as follows:

  • The west leg of US 45/WIS 76/WIS 22 will be closed for intersection improvements. WIS 22 will be detoured for the short duration of this work. 
    • The detour will utilize County T and County O.
  • WIS 76 will be detoured for the culvert, paving and structure replacement work. 
    • Work will be conducted in two stages utilizing two detour routes in order to minimize traffic disruption. 
      • The first detour will utilize County F and County FF.
      • The second will follow WIS 54 and US 45
  • Traffic control in the form of flagging operations will be used to close one lane at a time in portions of the work zone.
  • Businesses affected by the detours are urged to use the resources noted below for businesses in work zones.

Project schedule

  • Real estate acquisition to begin in the Fall of 2022
  • Design is on-going and will continue through 2022
  • Construction is tentatively scheduled for 2024
    • Could be advanced to 2023 if funding becomes available

Public comments

Your comments are important to us to obtain input that will assist the department in the further development and refinement of a final design. We are looking to obtain any specific knowledge of your property that will assist the department in finalizing our design. WisDOT has created a public handout for these projects. Please feel free to download, print and share with anyone who does not have access to this website.

During construction, temporary signing for business will be available. More information on temporary​ business signing can be found on the In This Together website. While signing and other marketing/advertising during the construction is up to the business, WisDOT encourages businesses to use the resources above to assist them with planning for construction before the construction begins.
