WIS 76 - Outagamie & Waupaca Counties

​​The Wisconsin Department of Transportation (WisDOT) is seeking public feedback for proposed improvements on ​WIS 76 in Outagamie and Waupaca counties. The purpose of this outreach is to obtain your input on the identified needs and proposed improvements along WIS 76 in the project limits. There will be no in-person public meeting due to the current health emergency. We appreciate your input and encourage you take a moment to review the project information and provide comment.

Project location and limits

The WIS 76 improvements are separated into three individual projects that extend from WIS 54 in the city of Shiocton to the US 45/WIS 76/WIS 22 intersection west of the village of Bear Creek in the towns of Bovina, Liberty, Maple Creek and Deer Creek in the counties of Outagamie and Waupaca.   • WIS 54 to Outagamie/Waupaca County Line (Project ID 6518-06-00)

Project need

The purpose of the project is to improve the deteriorating pavement and structures on WIS 76, extend the roadway’s service life and upgrade other roadway deficiencies to improve safety. The existing pavement is showing signs of distress including traverse cracking and the existing joints are failing.

Project ID 6518-00-70 (Waupaca County: County Line to US 45)

  • Mill/overlay of the existing pavement
  • Realigning median islands on WIS 76/WIS 22 at US 45 intersection
  • Widening for an improved right turn lane on WIS 22 at US 45 intersection
  • Pavement markings and shoulder gravel

Project ID 6518-06-71 (Outagamie County: WIS 54 to County Line)

  • Mill/overlay of existing pavement
  • Culvert replacements
  • Beam Guard replacements
  • Curb ramp replacements within the village of Bear Creek
  • Pavement markings and shoulder gravel

Project ID 6518-07-71 (Outagamie County bridges)

  • Replace two existing bridges with box culverts
  • Pavement markings and shoulder gravel

Right of way needs

Right of way acquisition will be needed as part of these projects. Final right of way impacts will be determined later in the design process. WisDOT expects to begin the real estate acquisition project in the fall of 2021. A member of the real estate staff will be in contact with you in the future if your property will be affected.

  • Temporary Limited Easements (TLEs) will be needed at some of the culvert replacements, beam guard replacements, bridge replacements, curb ramps in Bear Creek, and at the intersection improvements at WIS 22/WIS 76/US 45.
  • Permanent (FEE) acquisition will be required at some curb ramp improvement locations in Bear Creek along with the bridge replacement locations.

Traffic impacts

Full closures, lane closures, and flagging operations will be utilized at various times during construction. Construction will be staged in a manner to minimize traffic disruptions. Access to businesses and property owners will always be maintained. Tentative impacts are as follows:

  • WIS 76 will be detoured for culvert, paving and structure replacement work, and for work on the east leg of the US 45/WIS 76/WIS 22 intersection. Work will be conducted utilizing the below detour routes.
    • Detour will follow WIS 54 and US 45.
  • The west leg of US 45/WIS 76/WIS 22 will be closed for intersection improvements. WIS 22 will be detoured for the short duration of this work.
    • Detour will follow County T and County O.
  • Traffic control in the form of flagging operations will be used to close one lane at a time in portions of the work zone.

Project schedule

  • Real estate acquisition to begin in the Fall of 2021
  • Design is on-going and will continue through 2022
  • Construction is tentatively scheduled for 2024
    • Could be advanced to 2023 if funding becomes available

Your comments are important to us to obtain input that will assist the department in the further development and refinement of a final design. We are looking to obtain any specific knowledge of your property that will assist the department in finalizing our design. WisDOT has created a public handout for these projects. During construction, temporary signing for business will be available. While signing and other marketing/advertising during the construction is up to the business, WisDOT encourages businesses to use the resources above to assist them with planning for construction before the construction begins.
