DBSI oversees the department’s biennium budget; manages the department’s performance improvement program; administers the department’s research and library programs; and serves as the liaison for federal transportation issues. The division also develops and coordinates department strategic initiatives and emerging issues, such as connected and automated vehicles.

Serves the Secretary's Office and divisions by providing policy analyses for budget and department initiatives. The bureau supports state budget and policy development, monitors the condition of the transportation fund, and oversees division resource allocation.

The Office of Workforce Development
The Office of Workforce Development (OWD) was created in August of 2023 to centralize strategic workforce planning efforts and develop long-term strategies on recruiting, retaining, developing and engaging employees across the agency. Specifically, the OWD team focuses on programs related to the following:

- Recruitment and retention
- Employee engagement
- Employee recognition
- WisDOT’s Equity and Inclusion Plan
- Remote work management
