Governor Evers approves I-94 bridge work over St. Croix River

Construction in 2026 will result in lane closures on east- and westbound structures

Construction on a rehabilitation project on the bridges carrying I-94 over the St. Croix River between Hudson and Lakeland, Minn., is scheduled to resume Monday, April 6.

Built in 1973 and 1985 respectively, the west- and eastbound bridges need maintenance, and the Wisconsin Department of Transportation is proposing the following:

  • Construction on both bridges includes:
    • Replacing the modular and expansion joints
    • Placing a new polymer overlay on the bridge decks
    • Making concrete surface repairs
    • Cleaning of bridge bearings
    • Replacing pavement markings
  • Construction on the westbound bridge also includes:
    • Making repairs on the east and west abutment back walls
    • Completing spot painting of the bridge pin and hanger system
  • Construction on the eastbound bridge also includes:
    • Repairing the east abutment back wall
    • Replacing the sidewalk railing
  • Construction on the retaining wall on the Wisconsin approach:
    • Replacing the block wall crossing under and adjacent to I-94 and parallel to the pedestrian path

Construction in 2025 included widening shoulders.

During construction in 2026, I-94 will remain open to traffic. The first week of construction, motorists will encounter changing lane closures as the contractor sets up traffic control to be used during the first stage of construction.

  • During stages one and two:
    • Westbound I-94 traffic will be reduced from three down to two through lanes, with one lane of westbound traffic remaining on the westbound bridge and one lane of westbound traffic shifted onto the eastbound structure.
    • Three lanes of eastbound traffic will remain on the eastbound bridge.
  • During stages three and four:
    • Westbound I-94 traffic will be reduced from three down to two through lanes, with two lanes of westbound traffic remaining on the westbound structure.
    • One lane of eastbound I-94 traffic will remain on the eastbound bridge, and two lanes eastbound traffic will be shifted to the westbound bridge.
    • The eastbound I-94 slip ramp will have a lane on the eastbound bridge, but it will drop at the WIS 35 exit ramp.

The project eventually will impact the bicycle and pedestrian trail, and a shuttle service between the states will be provided. More information will be released at a later date.

Lunda Construction Co. of Black River Falls is the prime contractor on the $9.85 million project.
