US 10 Resurfacing - Calumet County

This website provides information regarding the proposed improvement scope, schedule, and traffic impacts, describes potential real estate needs, and offers public comment opportunities. Project location

The project is located on US 10 between WIS 114 in the city of Menasha and County N in the village of Harrison, Calumet County, Wis. There are two projects each identified by a unique project ID in the work zone.

Project purpose and need

The existing concrete pavement is deteriorating with cracking throughout. The roadways were last reconstructed in the early 1990s. Deterioration is also occurring on the asphalt shoulders, guardrails, culverts, and at the County N Park & Ride. Curb ramps do not meet Americans with Disabilities Act (ADA) standards, posing an injury risk to pedestrians using canes, wheelchairs, walkers, etc.

Proposed improvements

This is a resurfacing-level improvement that includes the following construction operations:

  • Repair and grind concrete pavement from WIS 114 to Fire Lane 7 to improve driving conditions
  • Repair concrete pavement and place an asphalt overlay from Fire Lane 7 to County N
  • Resurface all asphalt shoulders on US 10
  • Replace spot sections of curb and gutter
  • Upgrade curb ramps to meet ADA standards at County LP and Oneida Street, as required
  • Replace guardrails to meet current standards
  • Repair drainage features (cleaning culverts, replacing endwalls, minor ditch grading and one culvert replacement)
  • Install new pavement marking and replace shoulder rumble strips to maintain safety
  • Resurface the asphalt pavement at the County N park and ride

Traffic impacts

Map of proposed project detoursUS 10 will remain open to traffic for most of the construction using single-lane closures and flagging operations.

  • A short-term (five-day) closure and detour will be needed when conducting the below construction operations:
  • Final traffic control will be determined during the design process.
  • The County N Park & Ride will require a short-term closure for resurfacing.

Schedule

  • Preliminary design – Fall 2023
  • Local officials meeting and public involvement – Summer 2024
  • Public comment period – Through August 9, 2024
  • Preliminary plans – Fall 2024
  • Environmental document – Fall 2024
  • Final plans - November 1, 2025
  • Construction currently scheduled in 2028
    • Construction could be advanced to 2026 if funding becomes available.

Real estate

All work is anticipated to occur within the existing right-of-way. If right-of-way needs are determined, those property owners will be contacted directly.

Public involvement

Your comments assist us in developing a project that will serve the needs of the traveling public as well as the needs of the local community. Comments are due August 9, 2024, to be considered for design. You can provide comments by three different methods.
