WIS 32 and County Road V - Sheboygan County

project mapThe Wisconsin Department of Transportation (WisDOT) is in the process of developing plans for proposed safety improvements at the intersection of WIS 32 and County V in the town of Lima in Sheboygan County, Wisconsin. The purpose of this website is to provide information regarding proposed safety improvements, describe the potential impacts it would have on the community, and offer an opportunity for public comment.

Project location

The intersection of WIS 32 and County V is located between Cedar Grove and Sheboygan Falls in the town of Lima in Sheboygan County.

Project purpose and need

The purpose of the project is to improve safety at the WIS 32 and County V intersection while providing acceptable traffic operations. The need for the proposed improvement is to reduce the number of severe crashes at the intersection.

  • From 2017 to 2023, there were 15 crashes at the intersection.
  • Seven of the 15 crashes resulted in injuries.
  • Twelve of the crashes were right angle crashes, which tend to be the most severe types of crashes.
  • In 2022, a fatal crash occurred.

HSIP Safety Funding

Due to the severe crash history, this project qualified for federal Highway Safety Improvement funding, meaning it is in the top 5 percent of worst-performing intersections in the state for crash data. Roundabout controlled intersections have significantly fewer conflict points... meaning you are less likely to crash.

Proposed improvements

This is a reconstruction-level project. Proposed improvements include:

  • New single-lane roundabout
  • New pavement structure
  • New pavement marking and signing
  • New culvert and storm sewer installation
  • Intersection lighting

Anticipated Benefits

  • Improve safety of the intersection
  • Decrease speeds through the intersection
  • Reduce the likelihood of right-angle crashes within the intersection
  • Reduce the number of severe crashes at the intersection

Traffic impacts

The WIS 32 and County V intersection will be closed during construction and a detour route for WIS 32 will be posted.

  • The tentative detour route includes I-43 and WIS 28.
    • Note: State highway detours need to provide appropriate routes for long-haul trucking. Non truck traffic may find shorter routes using the local roadway system.
  • Local access to property owners and businesses within project limits will be maintained at all times.

Schedule

  • Public Involvement Meeting: February 4, 2025
  • Environmental Document: Spring 2025
  • Real estate acquisition is anticipated to begin: Summer 2025
  • Design is on-going and will continue through 2027
  • Utility relocations: 2027
  • Construction is tentatively scheduled for Spring / Summer 2028

Real estate

Right-of-way acquisitions in the form of permanent (FEE) and Temporary Limited Easement (TLE) are anticipated to accommodate the reconstruction of the intersection.

  • A member of the real estate team will contact affected property owners at the start of the real estate acquisition process.
