WIS 54 Slope Stabilization - Brown County

NEW - Project Updates

The following design updates have been determined since the last project update, August 2024:

  • Updates to proposed improvements including now replacing deteriorated culvert pipe, reconstructing the roadway side slopes, and replacing pavement.
    • WisDOT originally scoped a culvert lining for the project. Due to the condition of the culvert during recent inspection, it was determined the pipe needed to be fully replaced.
  • Scheduled delayed one year to 2027 to ensure adequate time to prepare for construction.
    • The schedule delay is due to real estate acquisition now required for project.

Project purpose and need

The purpose of this project is to address slope stability and upgrade other roadway deficiencies. The existing roadway is showing signs of deterioration, including cracking, settling, and movement towards the southern embankment. A growing crack has been noticed on the asphalt shoulder on the roadway’s south side. Existing beamguard in this area is tipping away from the roadway along the south side of the road. The cross culvert utilized by an unnamed tributary to Duck Creek is deteriorating in multiple areas.

Anticipated benefits

The proposed improvements will improve safety for drivers with a stabilized slope and new beamguard, decrease maintenance costs, and provide a smoother riding surface.

This is a miscellaneous-level project. Proposed improvements include:

WIS 54 is expected to be closed and detoured during construction.

  • The proposed detour will utilize WIS 54, I-41 and WIS 172.
  • Local and emergency responder access will be maintained during construction.

Schedule

  • Project Initiation/Begin Preliminary Design: Summer 2023
  • Public outreach and comment solicitation for design: August/September 2024.
    • Further public outreach will be held in 2025.
  • Preliminary Design Complete/Environmental Document Approval: January 2025
  • Real Estate and Utility Coordination: February 2025 – early 2027.
  • Final design in February 2027.
  • Construction is currently scheduled for 2026.

Real estate

Most of the work will occur within the existing right of way. However, some real estate easements will be required.

  • Affected property owners will be contacted by WisDOT real estate agents.
