WIS 96 Improvements - Outagamie/Brown County

Project location Location

There are two project segments that will undergo construction concurrently.

  • Rural resurfacing of 1.8 miles of WIS 96 between Claribel Street to County JJ in the city of Kaukauna and town of Kaukauna.
  • Rural resurfacing of 3.2 miles of WIS 96 between County JJ to County D in the town of Kaukauna and village of Wrightstown.

Purpose and Need

The purpose of the project is to improve the deteriorating pavement and drainage structures on WIS 96 to extend the roadway's service life and upgrade other roadway deficiencies. The last resurfacing projects on this stretch of highway were completed in 2000 and 2005. Field reviews of culvert pipes showed several culvert pipes in need of repair or replacement. Televised storm sewer identified failing storm sewer joints, blockage of water, or crumbling structures in several locations. There are spot locations of deteriorating curb/gutter and sidewalk. Multiple curb ramps along the project are currently not Americans with Disabilities Act (ADA) compliant.

Proposed improvements

The proposed improvements for Project ID 4075-35-71 include:

  • Mill/overlay of the existing pavement
  • Shoulder work (includes widening the paved shoulder from 4' to 5'
  • Culvert replacements/repair throughout project limits
  • Miscellaneous curb & gutter repair
  • Curb ramp improvements at Lamplighter Dr.
  • Pavement markings

The proposed improvements for Project ID 4075-35-72 include:

  • Mill/overlay of the existing pavement
  • Shoulder work from County JJ to Van Dyke Street
  • Culvert replacements/repair throughout project limits
  • Curb ramp improvements at all intersections within Wrightstown
  • Centerline and shoulder rumble strips from County JJ to Van Dyke Street
  • Miscellaneous storm sewer repair
  • Miscellaneous curb & gutter or sidewalk replacement
  • Pavement markings

Project schedule

  • Real estate acquisition begins early 2022
  • Design continues through summer of 2023
  • Construction currently scheduled for 2024 (advanced from 2025)
    • Construction Public Update Meeting will be held prior to construction
    • Could be advanced to 2023 if funding becomes available

Traffic impacts

WIS 96 will be open to traffic throughout most of the construction.

  • Traffic control in the form of flagging operations will be used to close one lane of WIS 96 at a time as necessary.
  • A short-term detour for the culvert pipe replacements in rural areas will follow WIS 55 to I-41 to County U.
  • A short-term detour for storm sewer repairs within the village of Wrightstown will follow County DD and County U.
  • Shoulder and sidewalk closures will be needed for curb ramp improvements and repair work.
