WIS 28 - Sheboygan County

The Wisconsin Department of Transportation (WisDOT) is seeking public feedback on proposed improvements to WIS 28 in Sheboygan County. The purpose of this outreach is to obtain your input on the identified needs and proposed design details. We appreciate your input and encourage you to take a moment to review the project information and provide comment.

Location

  • Project ID 4010-21-00 is approximately 13.4 miles of WIS 28 from the south Sheboygan County line to the WIS 57 Intersection within the towns of Scott, Mitchell, and Lyndon and within the villages of Cascade and Waldo.
  • Under Project ID 4010-26-00, the WIS 28 bridge over the North Branch of the Milwaukee River in the village of Cascade (B-59-321) will be replaced with a new structure.

Purpose and Need

The purpose of the project is to preserve the existing roadway and improve safety of the facility by addressing pavement deterioration and outdated guardrail.

Proposed Improvements

WisDOT has created a public handout and presentation slides for this project. Please feel free to download, print and share with anyone who does not have access to the website. The same information on the website is in the downloadable handout and presentation slides.

The proposed improvements for Project ID 4010-21-00 include:

  • Mill/overlay of the existing asphalt pavement
  • Beam guard replacements
  • Culvert repairs and replacements
  • Shoulder aggregate
  • Pavement markings

The proposed improvements for Project ID 4010-26-00 include:

  • Replacement of bridge ov​er the North Branch of the Milwaukee River.

Project Schedule

  • Public outreach: Winter/Spring 2022
  • Preliminary plans and Environmental Document: Spring 2022
  • Begin real estate acquisition: Spring/Summer 2022
  • Final plans and utility relocations: 2023
  • Construction is tentatively scheduled for 2025, with possible advancement to 2024

Traffic Impacts

WIS 28 will be open to traffic throughout the majority of construction. Traffic control in the form of flagging operations will be used to close one lane of WIS 28 at a time as necessary. A detour of WIS 28 will be required during the bridge construction. The preliminary detour route will use County A and WIS 57 (updated February 8, 2022). Access will be maintained for all residents and businesses.

Real estate

Permanent fee and temporary limited easements (TLE) are needed for spot locations along the project for replacement of curb ramps and at select culvert replacement locations. Real estate acquisition is expected to begin in summer of 2022. If your property is impacted, a member of our real estate team will contact you.

In This Together program for businesses

WisDOT recognizes businesses located in work zones have special needs. It is critical that customers have access to businesses, and they continue to visit them, regardless of any road work inconvenience. WisDOT’s In This Together program is offered to business and community leaders as an idea source as they plan for road construction in their area.   • During the project detour, businesses impacted will also have the opportunity for temporary business signing.
