The Wisconsin Department of Transportation (WisDOT) is seeking public feedback on a proposed pavement and box culvert replacement, and resurfacing of the 8th Street/Glory Road roundabout. This is the connection between I-41 and WIS 32 in Brown County. This website provides information regarding the proposed improvement scope, schedule, and traffic impacts, shows potential real estate needs, and offers an opportunity for public comment. Project location

I-41 connection to WIS 32 in Brown County between I-41 and N 9th Street in the city of De Pere. Project includes portions of the ramps to I-41. - The roundabout at WIS 32/Ashland Ave. and Glory Road/8th Street is included in the overall project limits.

Project need/purpose
The existing pavement is showing signs of transverse cracking and alligator cracking. Deterioration is also occurring on the structures and culverts in the project work zone. The purpose of the project is to preserve the roadway and structure assets, provide a smoother ride for motorists, extend the life of the roadway and structures, and minimize future maintenance costs.
Proposed improvements
This is a pavement replacement-level improvement project. The following improvements are proposed to address the project needs:
- Replace the existing concrete pavement and adjacent asphalt shoulders.
- Replace the existing culvert structure (C-05-0005) under northbound and southbound Ashland Avenue (photo above).
- A dual celled box culvert will be evaluated.
- Concrete overlay on structure (B-05-120) over the northbound I-41 on-ramp from County G/Main Avenue (photo above).
- Replace drainage culverts
- Upgrade guardrail
Based on coordination with local units of government, resurfacing north of the pavement replacement is also proposed. These improvements are proposed to address recently identified needs in the roundabout.
- Resurfacing of the existing asphalt pavement of WIS 32/Ashland Avenue and Glory Road/8th Street roundabout and roundabout legs.
- Investigate pavement heave mitigation on approach and exiting legs of the roundabout.
Project schedule
- Project Initiation – Data collection and preliminary design: Spring 2022
- Public Involvement Meeting: Summer 2024
- Final Environmental Document Approval: February 2025
- Preliminary Design Complete: Fall 2024
- Right of Way Acquisition: Spring 2025 – Spring 2026
- Utility Relocations: Spring 2026 – Fall 2026
- Final Plans: Fall 2026
- Construction is currently scheduled to begin in 2029 but could occur as early as 2027.

Proposed traffic impacts
Ashland Avenue (I-41 Connector to WIS 32) will be closed and detoured for the duration of construction.
- The proposed detour will utilize I-41, WIS 172, Vanderperren Way, and Pilgrim Way.

Real estate
Small amounts of permanent acquisition and temporary easement needs have been identified in preliminary design for the project. These needs are mainly for the box culvert construction. WisDOT expects to begin real estate acquisition in the Spring 2025.
