County T (WIS 312 to WIS 29)

Project Background

Eau Claire County, in partnership with Chippewa County, the city of Eau Claire, towns of Union and Wheaton, and the Wisconsin Department of Transportation (WisDOT), is proposing to improve County T from the US 12/WIS 312 interchange to the WIS 29/County T interchange.

The proposed improvements would include:

• Expanding County T from two lanes to four lanes, separated by a raised median
  • Phase 1: 17th Avenue to 33rd Avenue (Proposed construction: 2027-2028)
  • Phase 2: Alpine Road to 17th Avenue (Proposed construction: 2030-2031)
• Constructing roundabouts at 10th Avenue, 20th Avenue and 30th Avenue
• Improving and/or reconfiguring other intersections
• Constructing pedestrian and bicycle facilities
• Modifying driveway access (right-in, right-out access only)
• Constructing a box culvert under 30th Avenue

Improvements could result in potential relocation of properties, permanent right-of-way acquisition of 57 acres, temporary limited easements involving 3.2 acres and impacts to 0.18 acre of wetlands.

Environmental Information

Eau Claire County, in partnership with Chippewa County, the city of Eau Claire, towns of Union and Wheaton, WisDOT and the Federal Highway Administration (FHWA), have completed the draft environmental report (ER) for the County T expansion project. The draft ER was signed on May 6, 2026. The draft ER was prepared in accordance with the National Environmental Policy Act (NEPA), the Wisconsin Environmental Policy Act (WEPA) and the FHWA regulations for preparing environmental documents.
