Location
The project begins just west of US 53 (East Second Street) and runs the entire length of Winter Street and continues on Susquehanna Avenue to Belknap Street south of US 2 in the city of Superior.
Overview
During the replacement of the Blatnik Bridge, additional traffic is expected to take Winter Street and Susquehanna Avenue once the bridge is closed. To prepare for that, the Wisconsin Department of Transportation is planning to do the following:
- Removing a portion of existing pavement on Winter Street and Susquehanna Avenue and placing a new layer of asphalt over the roadways.
- Adding a left-turn lane for northbound traffic at Susquehanna Avenue at the on-ramp to westbound US 2.
- Adding pavement markings to delineate additional turn lanes, as room allows, on the corridor.
- Adding temporary traffic signals on Winter Street at its intersections with Catlin and Grand avenues.
- These signals will have interconnections to the railroad to eliminate the risk of a vehicle being stopped on the railroad tracks because of a red light at the signals.
- These signals will be removed following the completion of the Blatnik project.
- Constructing Americans With Disabilities Act-compliant sidewalk curb ramps along Winter Street where necessary.

Schedule
Construction currently is scheduled in late 2026.
- Work is anticipated to take two months to complete.
Traffic Impacts
During construction, Winter Street, Susquehanna Avenue and Belknap Street will remain open to traffic, but:
- Motorists will encounter lane closures controlled by flagging.
- There will be sidewalk closures and/or temporary pedestrian accommodations for curb ramp construction.
