I-94 North-South (East Frontage Road) - Kenosha County

​Project Overview

The intent of the project is to resurface the East Frontage Road (120th Avenue) along I-94, between County Road ML (122nd Street) and WIS 50 (75th Street), in Kenosha County. This improvement project will address the deteriorating pavement condition and improve the vehicular ride quality. The project will also improve traffic operations and address aging traffic signals at the intersection of WIS 165 and the East Frontage Road. The project also includes:

  • Replacing guardrail
  • Replacing curb ramps to meet current American with Disabilities Act (ADA) standards
  • Traffic signal reconstruction and turn lane extensions at the intersection of WIS 165 and the East Frontage Road. Intersection lighting would also be replaced at this location.
  • Concrete surface repair to box culvert C-30-0002

Construction Staging and Traffic Impacts

The anticipated construction staging and schedule is outlined below. The project is planned to be performed in three main stages in 2022:

  • Stage 1 (mid-April to Memorial Day): 
    • Pavement patching from Outlet Mall to north of Kwik Trip (north of WIS 165)
    • Work primarily performed at night

  • Stage 2 (Memorial Day to Labor Day): 
    • All work north of WIS 165, and some WIS 165 median and traffic signals work
    • Wo​rk performed during the daytime

  • Stage 3 (Labor Day to mid-October): 
    • Turn lane extensions at WIS 165/East Frontage Road intersection
    • Paving south of WIS 165 
    • Completion of WIS 165/East Frontage Road traffic signals
    • Work performed during the daytime south of the Outlet Mall, and at night from the Outlet Mall to WIS 165

The East Frontage Road through traffic will be detoured to the West Frontage Road during construction. Access to local businesses and residences along the East Frontage Road will be maintained throughout construction. Some of the work will be performed with lane closures, flaggers, and/or at night to accommodate local traffic. Temporary traffic signals and lighting will be in place at WIS 165 throughout most of the project until the new signals and lighting are constructed.

A virtual public involvement meeting was held in June 2020. As the project continues to move forward, your input is welcomed and appreciated throughout the design process.

Project Update

The Village of Pleasant Prairie is planning to construct a roundabout at the intersection of the East Frontage Road and 116th Avenue in 2023. WisDOT and the village have coordinated and based on the roundabout construction being planned for the year following the WisDOT project, WisDOT has proposed to eliminate the pavement resurfacing work within the proposed roundabout limits. The WisDOT project will include spot pavement repairs only in this 0.5-mile stretch.
