The Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program utilizes federal and state funds for capital and operating projects that improve the mobility of seniors and individuals with disabilities.
Eligible applicants include private non-profits and local public bodies. Eligible projects include the purchase of Human Service Vehicles (see the
procurement webpage for details), operating budgets, Mobility Managers, coordination and non-vehicle capital.

Grant administration
The Wisconsin Department of Transportation (WisDOT), in cooperation with Southeastern WI Regional Planning Commission (RPC), East Central WI RPC, and Green Bay Metropolitan Planning Organization (MPO), and Madison Area MPO is pleased to administer the Enhanced Mobility for Seniors and Individuals with Disabilities grant program (5310 Grant Program). This program is funded in part by the Federal Transit Administration (FTA) as authorized under 49 U.S.C. §5310 (CFDA 20.521) and is administered as an annual competitive application process.
The state’s four large urbanized areas (Appleton, Green Bay, Madison and Milwaukee) administer the 5310 programs for their geographic areas while WisDOT continues to administer the program for the small urban and rural areas of the state.
Beginning in 2015, WisDOT transitioned to a web-based management program, BlackCat® Grant Management System. If you are a past or present sub-recipient of s.5310 and do not have access to BlackCat®, please contact the Specialized Transit Program Managers at
