Created in 1983, the
15-member Transportation Projects Commission (TPC) reviews major highway project candidates and makes recommendations to the Governor and Legislature regarding projects to be "enumerated" for inclusion in the next two-year state budget.
The TPC includes five state senators, five Assembly representatives and three citizen members. The Governor serves as the Commission Chairman. The Wisconsin Department of Transportation (WisDOT) Secretary serves as a non-voting member.
Typically, the Commission considers
major highway project candidates on a two-year cycle. In the fall of odd-numbered years, the TPC begins the process by looking at projects to advance to the environmental study stage.
In the fall of even numbered years, the Commission reviews, and can recommend for enumeration, projects that have successfully completed the environmental review phase. State law prevents the TPC from recommending projects for enumeration unless funding is available to begin work within six years.
