The Governor's Bicycle Coordinating Council (Council) was originally created in June 1977 under Governor Patrick Lucey. The Council has been re-created by subsequent Governors including Governor Tony Evers' Executive Order #182 on January 4, 2023. The 17-member Council is comprised of representatives of the general public, the Wisconsin Legislature, and state agencies (Departments of Transportation, Tourism, Natural Resources, and Health Services).
Bicycling serves as a mode of transportation, form of recreation, and driver of tourism across Wisconsin. The Council meets quarterly to provide feedback on bicycle-related initiatives and programs administered by state agencies and to encourage collaboration between stakeholders on matters related to bicycling. Past collaborations include a toolkit for creating bicycle events, the Economic Impact of Bicycling in Wisconsin report, and bicycle safety initiatives.
