David Hubbard, Assistant Deputy Secretary

David Hubbard was appointed WisDOT’s Assistant Deputy Secretary in March 2026. His extensive experience working with Wisconsin’s businesses supports the department's strategic goals of maximizing transportation investment, developing our workforce and focusing on safety.

He previously served as the Business Relationship Manager in the Division of Budget Strategic Initiatives (DBSI) where he worked with businesses impacted by transportation projects across the state. In this role, David was a contact point to assist businesses with logistics and economic development issues. He has worked at WisDOT since 2016, beginning with several roles in the Division of Transportation System Development (DTSD).

In addition to his years with WisDOT, David lived in Washington D.C. for 29 years and worked as a registered federal lobbyist for the Portland Cement Association.

David is a graduate of Castleton University in Vermont and has a master’s degree in public administration from American University in Washington, D.C.​
