WIS 23 Resurfacing

The Wisconsin Department of Transportation (WisDOT) is seeking public feedback on the below design proposal for construction on WIS 23 in Marquette and Green Lake counties. The purpose of this website is to obtain your input on the identified needs and proposed improvements. We appreciate your comments and encourage you to take a moment to review the project information and provide feedback.

Project location

The project is located  along a 10.42 mile section of WIS 23 between County C in Marquette County and the northern intersection with Canal Street in Green Lake County through the towns of Montello, Shields, Mecan, and Princeton. 

Project needRoad with cracks in pavement

WIS 23 pavement is showing signs of distress with deterioration in the form of transverse cracking, longitudinal cracking, alligator cracking, edge cracking, and rutting. These cracks allow water and deicing chemicals to enter the pavement and accelerate the deterioration of the roadway corridor. Guardrail and culvert pipes are also deteriorating. The proposed improvements will address deterioration and extend the roadway’s service life.

Proposed improvements

WisDOT is proposing a resurfacing-level improvement, including:

  • Milling 4 and 1/2” of the existing pavement and overlaying with 4 1/2" of asphaltic pavement
  • Increasing paved shoulder width 
    • 6-foot shoulders (5-foot paved, 1-foot unpaved)
  • Adding shoulder aggregate
  • Beam guard replacement
  • Centerline and shoulder rumble strips
  • Pavement marking
  • View project improvement exhibit

  • Survey: Spring 2021
  • Project design: Winter 2021- 2022
  • Final Environmental Document: December 2021
  • Final Plans: November 2022
  • Construction currently scheduled: Summer/Fall 2027
    • Could be advanced to as early as 2023 if funding availability

Proposed traffic impacts

WIS 23 will remain open to traffic during construction under flagging operations. WIS 23 will be reduced to one lane of traffic during daytime operations only. 

Real estate

There will be no real estate acquisition associated with this project.

It’s critical that customers have access to businesses and that they continue to visit them, regardless of any road work inconvenience.
