WIS 59 (E Mallwood Drive to County N), Newville to Milton - Rock County

Project overview

The purpose and need for the project includes addressing safety concerns and the deteriorating roadway pavement. The corridor has a high crash rate at several intersections. The concrete pavement north of Ellendale Road is aged and deteriorated with cracking and spalled joints and corners. The asphaltic pavement south of Ellendale Road is aged and deteriorated with cracking. The deteriorated pavement needs to be addressed to maintain connectivity along WIS 59.

Proposed improvements include:

• Removal and replacement of existing pavement structure along WIS 59
• Installing roundabouts at the E Mallwood Drive, Ellendale Road and County N intersections with WIS 69
• Removal of the N Hillside Drive access to WIS 59 by constructing a cul-de-sac on N Hillside Drive
• Installing a two-way left-turn lane (TWLTL) on WIS 59 from Ellendale Road to the west of Vincent Road intersection
• Reconstructing the east Harbor Drive intersection with WIS 59 to reduce access with WIS 59 by constructing a right-turn in/right-turn-out
• Reconstructing the west Vincent Road intersection with WIS 59 with additional turn lanes
• Reconstructing the east Vincent Road intersection with WIS 59 shifting the intersection 50 feet west along WIS 59 with additional turn lanes
• Reconstructing the Clear Lake Road intersection with WIS 59 with a median along WIS 59
• Replacing existing guardrail
• Replacing existing culvert pipes throughout the project and adding storm sewer in the areas of the new roundabouts
• All grading will take place adjacent to the existing roadways
• Rehabilitation work on the WIS 59 bridge over the Rock River
