I-41 Bridges - Brown County

The Wisconsin Department of Transportation (WisDOT) is seeking public feedback on a proposed approach slab replacement project on seven bridges along I-41 in Brown County. This website provides information regarding the proposed improvement scope, schedule, and traffic impacts, describes potential real estate needs, and offers an opportunity for public comment. We appreciate your input and encourage you to take a moment to review the project information and provide comments.

Project location

The project is located at seven bridges on I-41 in Brown County between Parkview Road in the village of Ashwaubenon and WIS 29 in the Village of Howard.

  • Three bridges (B-05-616, B-05-617, and B-05-621) are located where I-41 crosses over Parkview Road in Ashwaubenon.
  • An additional three bridges (B-05-612,B-05-618, and B-05-619) are located where I-41 crosses over Oneida Street in Ashwaubenon.
  • The final bridge (B-05-663) is located at the interchange between I-41 and WIS 29 in the village of Howard on the eastbound WIS 29 ramp to southbound I-41.

Project need/purpose

WisDOT is proposing the replacement of the approach slabs on seven bridges in Brown County due to settlement that caused uneven pavement at the approach slabs to the bridges. The existing approach slabs were constructed of asphalt due to the expected large settlement within the soft, subsurface soils following construction. Settlement was observed in the approaches during construction. Before opening to traffic, approaches were milled and overlaid with asphalt. This project will improve the ride quality when traveling over the approaches for motorists.

Proposed improvements

  • Remove the existing asphalt approach and replace it with concrete before and after the bridges.
  • Additional pavement work beyond the approach slabs may be included to ensure a smooth profile.
    • Up to 600 feet of pavement may be replaced at the end of each bridge structure and the length will be determined in the final design.

Project schedule

  • Project Initiation/begin preliminary design: May 2022
  • Final Environmental Document Approval: April 2024
  • Preliminary Design Complete: August 2024
  • Final Plans: August 2025
  • Construction is currently scheduled to begin in 2027 but could occur as early as 2026.

Proposed traffic impacts

I-41 will remain open with lane closures and long-term traffic switches.

  • Ramp closures will occur at the Oneida Street Interchange.
  • Details of the proposed traffic impacts, work zone traffic management, and construction schedule are in development and will be shared once known.

Real estate

No real estate will be required for this project.

In This Together program for businesses

WisDOT recognizes businesses located in work zones have special needs. It's critical that customers have access to businesses and that they continue to visit them, regardless of any road work inconvenience.

WisDOT's In This Together program is offered to business and community leaders as an idea source as they plan for road construction in their area. On the In This Together website, businesses can find:

  • Specially designed Business Coordination Guide for businesses to succeed during a highway construction project, includes information on:
    • Planning ahead
    • Staying informed
    • Keeping customers informed
    • Tips for businesses

The In This Together website also has business case studies and promotional samples that businesses use to keep customers informed and promote their business during construction.

Temporary business signing

During any short-term detours, businesses impacted will also have the opportunity for temporary business signing. Information regarding business signing can be found on the In This Together website.
