I-41 Roadway and Structure Preservation project mapThe Wisconsin Department of Transportation (WisDOT) is in the process of developing plans for proposed improvements on 13.6 miles of I-41 in Brown County. The purpose of this website is to provide information regarding the proposed improvements, describe the potential impacts it would have on the community, and offer an opportunity for public comment.

Project location

The project takes place on 13.6 miles of Interstate 41 from Little Rapids Road to Harbor Lights Road and extending via I-43 1950 feet east of N Military Avenue in Brown County.

Project purpose and need

The purpose of the proposed action is to preserve and extend the life of the roadway and structure assets, including preserving and restoring ride quality and addressing roadway deficiencies, and to minimize overall life cycle costs of the corridor. The needs of the proposed action include route improvements and roadway deficiencies. Roadway deficiencies include deteriorating pavement like cracking and concrete spalling, beam guard deficiencies, structure and drainage deficiencies. Also, the pedestrian facility curb ramps do not meet current ADA standards.

Proposed improvements

The project is a perpetuation pavement preservation project of I-41. The below describes construction scope.

  • Pavement repair on 13.6 miles of I-41
  • Pavement repair of some interchange ramps
  • Curb ramp updates at eight interchange locations
  • Park and Ride pavement marking updates at two locations
  • Secondary structure repairs at eighty four locations which includes:
    • sealing surfaces and joints
    • fixing spalling and delamination on structures
    • spot painting
  • Select beam guard repairs/replacement at select locations
  • Storm sewer and inlet repairs
  • Select culvert pipe repairs/replacements
  • Pavement marking restoration/upgrades
  • Lighting luminaire upgrades

Anticipated benefits

The proposed improvements to I-41 will deliver significant long-term benefits to users and the transportation network. By repairing 13.6 miles of existing pavement, including interchange ramps with I-41, the project will preserve the roadway and its structures while substantially improving ride quality. Extensive secondary structure repairs will extend the service life of these assets. Curb ramp upgrades at interchange locations and updates to one Park and Ride facility will enhance accessibility and convenience. Overall, these perpetuation, preservation and repair efforts will result in decreased future maintenance costs, providing a smoother, safer, and more reliable corridor for travelers.

Schedule

  • Project Initiation – begin data collection and preliminary design: 2023
  • Public Involvement: January/February 2026
  • Final Environmental Document Approval: Spring 2026
  • Preliminary Design Complete: May 2026
  • Utility Coordination: 2027
  • Final Plans: May 2028
  • Construction is currently scheduled to begin in 2029

Traffic impacts

I-41 will remain OPEN during construction. During construction the following impacts are anticipated:

  • Temporary lane closures
    • Nighttime/off-peak lane closures will occur.
  • Temporary ramp closures
    • Nighttime/off-peak closures of ramps will occur.
  • Various shoulder and lane shifts may be needed.
    • Temporary pedestrian accommodations

Real estate

No right-of-way acquisition is anticipated for this project.
