The Wisconsin Department of Transportation (WisDOT) is in the process of developing plans for a pavement preservation project on WIS 32 in Brown County. The purpose of this website is to provide information regarding the proposed improvements, describe the potential impacts it would have on the community, and offer an opportunity for public comment.
Project location
This project is located on WIS 32 within the city of Green Bay and the village of Howard in Brown County. The project will begin at the north Mason Street ramps and will extend to the concrete/asphalt joint located west of the County J overpass.
Project purpose and need
The purpose is to preserve and extend the life of the roadway and structure assets, including preserving and restoring ride quality and addressing roadway deficiencies, and to minimize overall life cycle costs of the corridor. The need of this project is to address roadway and structure deficiencies. Roadway deficiencies include deteriorating pavement like cracking and concrete spalling, beam guard deficiencies, and drainage deficiencies. Also, the pedestrian facility curb ramps do not meet current ADA standards.
Proposed improvements
This project is a perpetuation pavement preservation project of WIS 32 including:
- Restoring and repairing 2.3 miles of existing pavement including the County EB/Packerland and WIS 29/32 and I-41 Interchanges.
- Park and Ride updates at one location
- Secondary structure repairs which includes:
- sealing surfaces and joints
- fixing spalling and delamination on structures
- spot painting
- Beam guard replacement as needed throughout the project corridor.
- Curb ramp upgrades at interchange locations
- Miscellaneous structure work including fixing panels, sealing, and spot painting girders.

Anticipated benefits
The proposed improvements to WIS 32 will deliver significant long-term benefits to users and the transportation network. By restoring and repairing 2.3 miles of existing pavement, including the County EB/Packerland and WIS 29/32 interchanges with I-41, the project will preserve the roadway and its structures while substantially improving ride quality. Extensive secondary structure repairs will extend the service life of these assets. Curb ramp and beam guard upgrades will enhance accessibility and corridor safety. Overall, these perpetuation and preservation efforts will result in decreased future maintenance costs, providing a smoother, safer, and more reliable corridor for travelers.

- Project Initiation – Began data collection and preliminary design: 2024
- Public Involvement: January/February 2026
- Final Environmental Document Approval: Summer 2027
- Preliminary Design Complete: Spring 2028
- Utility Coordination: 2029
- Final Plans: Spring 2030
- Construction is currently scheduled to begin in 2031
Traffic impacts
WIS 32 will remain OPEN during construction. Access to properties will always be maintained. Pedestrian and multimodal accommodations will be considered. During construction the following impacts are anticipated:
- Temporary lane closures
- Nighttime/off-peak lane closures will occur.
- Temporary ramp closures
- Nighttime/off-peak closures of ramps will occur.
- Various shoulder and lane shifts may be needed.
- Temporary pedestrian accommodations may be provided.
Real estate
No right-of-way acquisition is anticipated with this project.
