US 141Frost Heaves - Marinette and Oconto Counties

The Wisconsin Department of Transportation (WisDOT) is seeking public feedback on proposed improvements on 8.27 miles of US 141 in Marinette County. This website gives information regarding the proposed improvement scope, schedule, and traffic impacts, describes potential community impacts, provides information for businesses in the work zone, and offers an opportunity for public comment.

Project location

The US 141 project is located between the WIS 22 Interchange in Oconto County and WIS 64 Interchange in Marinette County.

Project purpose and need

The purpose of the proposed action is to improve the safety of US 141 and eliminate the severity of pavement heaving during the winter months. The heaving is caused when ice forms under the pavement.

Proposed improvements

This is a perpetuation-level project. The proposed improvements include:

  • Remove sections of the existing concrete pavement on US 141 at fifteen locations between WIS 22 and WIS 64.
  • Remove sections of the existing concrete pavement at one location on the northbound on-ramp and one location on the southbound off-ramp at the County Road A interchange.
  • Excavate four feet below the pavement surface to remove frost-susceptible soils and prevent reoccurrence.
  • Backfill the excavation with granular material.
  • Place new concrete pavement in the removal areas.
  • Mill and resurface asphalt approaches at two railroad crossings in the project limits.

Traffic impacts

Full closures with detours are proposed to complete the repair work.

detour County A Interchange

  • During US 141 repair work within the County Road A interchange, northbound and southbound US 141 traffic will be reduced to one lane and use the off-ramp and on-ramp to detour around the construction.
    • County Road A will be closed to traffic through the interchange and detoured.
  • During northbound on-ramp and southbound off-ramp repair work at the County Road A interchange, US 141 will remain open to traffic and the ramps will be closed to traffic during the work week.

County B Interchangedetour

  • During repair work within the County Road B interchange, northbound and southbound US 141 traffic will be reduced to one lane use the on/off-ramps to detour construction.
    • During this time, County Road B will be closed to traffic through the interchange and detoured.
  • During frost heave repairs and railroad approach asphalt work north of the County Road B interchange, traffic will be detoured via County Road CP (Business 141) and WIS 64.
    • The repair work in this area is anticipated to take between two and three weeks.
    • The detour will be removed, and US 141 will be open to northbound traffic on all Fridays and southbound traffic on all Sundays.
  • During asphalt approach work at the railroad crossing south of County Road B, US 141 northbound and southbound will be reduced to one lane at the railroad crossing.
    • This work is anticipated to take 2 days.
  • Two repairs on southbound US 141 south of the County Road B interchange will be constructed under traffic.
    • US 141 will be reduced to one lane and the repair work will be completed one lane at a time.
      • This work is anticipated to take 3 weeks.

Schedule

  • Public Involvement: June 2024
  • Finalize traffic control: July 2024
  • Environmental Document approval: October 2024
  • Design is ongoing and will continue through 2027
  • Construction is currently scheduled for 2028

Real estate

All work will occur within the existing right-of-way. No real estate acquisition is required.
