In recent years, Wisconsin has seen a dramatic increase in the number of wholesale dealer licenses and consumer complaints resulting in investigations. Wisconsin is one of the few states that offers wholesale dealer licenses to business owners. Under Wisconsin law, a wholesale dealer license allows businesses to only sell vehicles between dealer to dealer. Wholesaler dealers may not sell vehicles to the public. Among the business requirements, they must also maintain a permanent building and office inside, a display area for vehicles and signage.
DMV’s Dealers and Agent Section determined that each dealer listed above violated state law when they failed to maintain a licensed business facility. The decision to revoke the above licenses was affirmed by hearing examiner decision on November 20, 2024. Following a 30-day appeal period, these revocations became final on December 20, 2024.
WisDOT’s Dealer and Agent Section licenses, regulates and resolves disputes about dealership sales and warranty repairs. It also investigates complaints about odometer tampering and title fraud involving dealerships and private sellers.
