Carrie Cox
Office of General Counsel (OGC)

Carrie Cox is the Chief Legal Counsel and the Director of the Office of General Counsel (OGC). The OGC acts as legal counsel for WisDOT and works closely with WisDOT leadership to provide guidance on a wide variety of legal issues.

Carrie has been at WisDOT since 2011. As a project attorney, she worked on several large, complex projects including the Zoo Interchange, I-39/90 and a WIS12/18 (Beltline) study. Prior to joining OGC, Carrie was the Vice President of Legal and Regulatory Affairs for Charter Communications and an attorney in private practice with Whyte Hirschboeck Dudek S.C., Milwaukee.  Carrie graduated with a bachelor’s degree in political science from UW-Milwaukee and a juris doctor from Marquette University Law School. Office of the Inspector General (OIG)

The Inspector General serves as an advisor to the Secretary and works with executive leadership to make the best use of taxpayer dollars by identifying policies and practices that create inefficiencies.

Dana Burmaster
Office of Management and Budget (OMB)

Dana Burmaster is the director of WisDOT’s Office of Management and Budget (OMB). OMB coordinates the development of agency’s biennial budgets; analyzes policy, management and financial issues; and manages the department’s research and performance improvement programs.

Dana has held a variety of positions within state government at the Department of Administration (DOA) and the University of Wisconsin system. Most recently, she was the director of planning and performance at DOA. She has a Bachelor of Arts degree in art history from the University of Wisconsin-Madison and has Lean Six Sigma Black Belt and project management certifications. Kristin McHugh
Office of Public Affairs (OPA)

Kristin McHugh is the Director for the Office of Public Affairs (OPA) and Communications Director. OPA provides information about WisDOT policies and programs through news releases, publications, audio-visual programs, and social media; coordinates public education campaigns; and distributes internal communication materials.

Kristin has nearly 20 years of experience at WisDOT, most recently serving as the Deputy Director of Communications. She also served as the North Central Region Communications Manager.  Prior to joining WisDOT, she worked for several years as a public relations specialist for an educational software firm. Kristin received a Bachelor of Science degree in Communications and Computer Science from the University of Wisconsin-Stevens Point.
