Transportation Utility Management System (TUMS)

Changes are coming for TUMS!

  • TUMS is migrating to the cloud!
  • Kickoff meeting for the migration project is Monday, June 1, 2026
  • The migration will mean that TUMS functionality remains the same as it is now, but it will be moved to a cloud platform from our on-premises platform.
  • With the migration comes a new name. Once the migration is complete, TUMS will be known as the WisDOT Utility Coordination System (WUCS).
  • During the migration, no functional changes will be made to TUMS.
  • We anticipate that WUCS will be online mid-2027.
  • We will provide training sessions and documents for you to fully learn WUCS.

This application is designed to assist Utility Coordinators with identification of utility facilities impacted by future highway construction projects, followed by the management and tracking of utility coordination in accordance with WisDOT Guide to Utility Coordination and Administrative Rule Trans 220.

Access to the Transportation Utility Management System (TUMS) is only available to WisDOT staff and consultants currently under contract for WisDOT utility coordination projects.

  • Monday-Friday from 9:30 p.m. - 3:30 a.m.
  • Sunday 6 - 8 a.m.

TUMS startup and user access

  • TUMS standard browser is Microsoft (MS) Edge
  • Users must have a WAMS ID to access TUMS
  • Work with a WisDOT Utility Coordinator to request or change access to TUMS

Who do I call for help?

Training and reference manuals

The TUMS system is for the official business use of WisDOT only and for authorized users only. Consultant users of the system may not access any data unless it is directly relative to the projects for which they are under contract with WisDOT. Use of the TUMS system is monitored. WisDOT will monitor all data created, viewed, updated and deleted.
