The WisDOT Traffic Forecasting Section has developed policy and guidance to assist region Local Program Project Managers (LPPMs) and Local Public Agencies (LPAs). The Local Program forecasting policy and guidance is documented in
Section 70 of the Transportation Planning Manual. Questions regarding the development of traffic forecasts or the acquisition of data for Local Program projects should be directed to the appropriate
regional LPPM. LPPMs will work with the WisDOT Traffic Forecasting Section as needed. Traffic forecasts for WisDOT Local Program projects are the responsibility of the LPA, which has final approval of the forecast.
