WIS 23 Resurfacing- Sheboygan County

​The Wisconsin Department of Transportation (WisDOT) is seeking public feedback on proposed improvements to WIS 23 in Sheboygan County. The purpose of this outreach is to obtain your input on the identified needs and proposed design details. We appreciate your input and encourage you to take a moment to review the project information and provide comment.

Location

Project 1440-41-00
WIS 23 from County P to WIS 32 in the towns of Plymouth and Sheboygan Falls in Sheboygan County.

Project 1440-42-00
WIS 23 from WIS 32 to Taylor Drive in the town of Sheboygan Falls, village of Kohler and the city of Sheboygan in Sheboygan County.

Purpose and Need

The purpose of the projects is to preserve the existing roadway and improve safety of the facility by addressing pavement deterioration and outdated guardrail.

Proposed Improvements

WisDOT has created a public handout and presentation slides for this project. Please feel free to download, print and share with anyone who does not have access to the website. The same information on the website is in the downloadable handout and presentation slides.

The proposed improvements for Project ID 1440-41-00 include:

  • Repair pavement
  • Overlay the existing concrete pavement
  • Reconstruct the intersection at WIS 23 and Sunset Road
  • Reconstruct the intersection at WIS 23 and County TT
  • Replace beam guard
  • Replace culvert end-walls
  • Install pavement marking

The proposed improvements for Project ID 1440-42-00 include:

  • Repair pavement
  • Mill and overlay the existing asphalt pavement
  • Replace beam guard
  • Replace culvert end-walls
  • Install pavement marking

Project Schedule

Preliminary design: Fall 2022
Right of way acquisition: Spring 2023 through Spring 2025
Final plans: Spring 2025
Construction is tentatively scheduled for 2027 but may be moved up to 2026

Traffic Impacts

WIS 23 will be open to traffic throughout the majority of construction. Single-lane closures will be used for WIS 23 Eastbound traffic and for WIS 23 Westbound traffic, during concrete repair work, asphalt milling and asphalt paving. Also, temporary lane closures and access restrictions will occur on Sunset Road and County TT during construction. Access will be maintained for all residents and businesses.

Right of Way Needs

Real estate is anticipated for intersection improvements at Sunset Road and County TT.

In This Together Program for Businesses

WisDOT recognizes businesses located in work zones have special needs. It is critical that customers have access to businesses, and they continue to visit them, regardless of any road work inconvenience. WisDOT’s In This Together program is offered to business and community leaders as an idea source as they plan for road construction in their area. During any short-term detours, businesses impacted will also have the opportunity for temporary business signing.
