WIS 23 Intersection Improvement and Resurfacing- Sheboygan County

project mapThe Wisconsin Department of Transportation (WisDOT) is conducting intersection safety improvements and resurfacing along WIS 23 in Sheboygan County. This website describes scope, schedule and traffic impacts.

Location

WIS 23 from County P to WIS 32 in the towns of Plymouth and Sheboygan Falls in Sheboygan County.

Purpose and Need

The purpose of the projects is to preserve the existing roadway and improve interection safety. There were 22 reported crashes and 1 recent fatal crash at WIS 23/County TT in the study period. The County TT intersection has both gap selection and failure to yield issues at intersection. An RCUT is proposed at County TT. 


Improving Safety by Reducing Conflict Points

A conventional intersection on a 4-lane divided highway has 42 conflict points (see diagram). Each conflict point has some level of exposure and risk which can lead to crashes. Crossing conflicts occur between drivers within different traffic streams. These conflicts have an increased potential for right-angle crashes which often result in severe injuries. These crashes typically occur on the far side of the 4-lane divided highway when a driver attempts to cross the highway or turn left onto the divided highway.

A Restricted Crossing U-turn (RCUT) intersection

A Restricted Crossing U-turn (RCUT) intersection is proposed at County TT. An RCUT is a type of Reduced Conflict Intersection used primarily on 4-lane divided highways. RCUT intersections differ from conventional intersections by re-routing left-turn and through vehicles from the side road. Motorists approaching the divided highway from the side road are required to turn right and then make a U-turn at a designated median opening. This reduces the conflict points.


Proposed Improvements

The proposed improvements for Project ID 1440-41-00 include:

  • Repair pavement
  • Overlay the existing concrete pavement
  • Reconstruct the intersection at WIS 23 and Sunset Road into a right in/right out intersection.
  • Reconstruct the intersection at WIS 23 and County TT into an RCUT.
  • Replace beam guard
  • Replace culvert end-walls
  • Install pavement marking

Project Schedule

  • Preliminary design: Fall 2022
  • Right of way acquisition: Spring 2023 through Fall 2025
  • Final plans: Fall 2025
  • Construction is tentatively scheduled for 2027 but may be advanced to 2026.

Traffic Impacts

WIS 23 will be open to traffic throughout the majority of construction. Single-lane closures will be used for WIS 23 traffic during concrete repair work, asphalt milling and asphalt paving.

  • Temporary lane closures and access restrictions will occur on Sunset Road and County TT during construction. Access will be maintained for all residents and businesses

Right of Way Needs

Real estate is anticipated for intersection improvements at Sunset Road and County TT.
