I-94 (St. Croix River Bridges), Hudson to Lakeland, Minn. - St. Croix and Washington (Minn.) counties

Location

The bridges that carry I-94 over the St. Croix River between Hudson, WI, and Lakeland, Minn.

Overview

Both structures are in need of maintenance to extend their service lives. The Wisconsin Department of Transportation is proposing to:

  • Repair the modular and end joints on both bridges.
  • Make concrete surface repairs.
  • Place a new polymer overlay on the bridge decks.
  • Complete spot painting of bridge pins and hangers.
  • Replace the sidewalk railing.
  • Replace the block wall crossing under and adjacent to I-94 and parallel to the pedestrian path on the Wisconsin approach.

Schedule

Construction currently is scheduled for 2025 and 2026.

  • Construction crews will build temporary crossovers and widen shoulders in 2025 for work being done in 2026. This is anticipated to occur in either summer or fall 2025.
  • The bridge work will be completed in 2026.

Traffic Impacts

During construction in 2025, most work will be completed using lane closures during nonpeak travel times. However, there will be a short-term closure of the on-ramp from WIS 35 in Hudson to westbound I-94, and motorists will have to take WIS 35 to eastbound I-94 to the Carmichael interchange and turn around to head westbound on the interstate.

During construction in 2026, I-94 will remain open to traffic, but multiple stages will be used to shift traffic to allow work on both bridges to be performed.

  • During stages one and two:
    • Westbound I-94 traffic will be reduced from three down to two through lanes, with one lane of westbound traffic remaining on the WB bridge and one lane of westbound traffic shifted onto the eastbound structure.
    • Three lanes of eastbound traffic will remain on the eastbound bridge.
  • During stages three and four:
    • Westbound I-94 traffic will be reduced from three down to two through lanes, with two lanes of westbound traffic remaining on the westbound structure.
    • One lane of eastbound I-94 traffic will remain on the eastbound bridge, and two lanes eastbound traffic will be shifted to the westbound bridge.
    • The eastbound I-94 slip ramp will have a lane on the eastbound bridge, but it will drop at the WIS 35 exit ramp.
