Location
There are two projects between 240 feet north of Minnesota Street in the city of St. Croix Falls to 270th Avenue in the town of Sterling, all in Polk County.
Overview
The first project includes the following:
- Replacing the culvert carrying Big Rock Creek under WIS 87 with a bridge.
- Installing new guardrail at the Big Rock Creek Bridge.
- Cleaning or lining other smaller roadway culverts.
- Clearing the ditches along the entire project corridor.
The second project includes the following:
- Removing 4 inches of existing pavement, crushing it, mixing it with a stabilizing agent, repaving it back on the road and compacting it. Once it cures, 2.75 inches of new asphalt pavement will be paved over it.
- Widening paved shoulders from 3 feet to 5 feet.
- Installing shoulder and centerline rumble strips.
- Replacing or adjusting guardrail along the entire corridor.

WisDOT encourages business owners in the work zone or surrounding area to prepare for the upcoming construction. To assist you, WisDOT has developed the In This Together program, which will provide you with tips and trips for navigating construction.
Schedule
Construction for both projects currently is scheduled for 2031.
- Construction could occur as early as 2025 for the structure replacement and culvert maintenance project and 2030 for the pavement rehabilitation work if funding becomes available.
Traffic Impacts
For the structure replacement and culvert maintenance project:
- WIS 87 will be closed to through traffic and detoured for the work at Big Rock Creek.
- Local traffic will be able to drive on WIS 87 and intersecting local roadways during construction, but there will be hard roadway closures at River Road and Nyberg Court.
- Residential access up to the new structure will be open from the south past River Road, and access to Nyberg Court will only be from the north when the detour is in place.
- The detour for through traffic will utilize US 8, WIS 35 and WIS 48.
- During the remaining operations, WIS 87 will remain open to traffic, but motorists will encounter daytime lane closures controlled by flagging.
For the pavement rehabilitation project:
- WIS 87 will remain open to traffic, but motorists will encounter daytime flagging operations to direct them through the work zone.
- There will be shoulder closures during the replacement of guardrail.
