WIS 78 (Lien Court to County H), Blanchardville to south of Daleyville - Dane, Green, Iowa, Lafayette counties
The purpose of the project is to address the existing asphalt pavement, which is showing signs of deterioration in the form of transverse cracking, rutting and alligator cracking. The existing guardrail does not meet current standards and is in need of updating. Also, curb ramps do not meet current standards and are in need of updating.
Proposed improvements include removing the existing asphalt surface and replacing it with new asphalt from
Lien Court to East School Street and from Bridge over the Pecatonica River to County H. From East
School Street to Bridge over the Pecatonica River a pavement replacement is proposed. This will include removing the existing pavement structure and placing new aggregates, new asphaltic pavement and new curb & gutter. All sidewalk is proposed to be replaced from West School Street to the Bridge over the Pecatonica River. All curb ramps within the project limits will be updated to meet current standards. Guardrail will be upgraded throughout the project to meet current standards.

Right of way acquisition is anticipated at curb ramp locations and from West School Street to the Bridge over the Pecatonica River for sidewalk replacement. Minor areas of temporary easements may be required to accommodate grading in areas of curb ramp replacements and sidewalk replacement. WisDOT expects to begin real estate acquisition in the summer of 2023.
During resurfacing, WIS 78 will remain open to traffic using flagging operations. Staged construction or short-term closures at intersections may be necessary. Access to residences and businesses will be maintained except for short periods while construction operations are directly adjacent to the entrances.
During the pavement replacement, WIS 78 will be detoured. The marked detour route will utilize WIS 39, WIS 69 and WIS 81.
