The Surface Transportation Program - Urban (STP-U) allocates federal funds to complete a variety of improvements to federal-aid-eligible roads and streets in urban areas.

The objective of STP-U is to improve federal aid eligible highways within urban areas. Projects must meet federal and state requirements. Communities are eligible for funding on roads functionally classified as major collector or higher.

For 2022-2027 program development, total funds available for the STP-Urban Program are $92,526,592 broken down as follows:

  • 200k+ population, $70,601,162
  • 50k-200k population, $15,573,377
  • 20k-50k population, $3,330,546
  • 5k-20k population, $3,021,508

These amounts are based on anticipated federal local program levels for fiscal years 2023, 2024, 2025, 2026 and 2027. The Bipartisan Infrastructure Law will significantly increase future program funding levels.  Program funding levels may be updated as necessary pending state biennial budget changes and federal reauthorization.

The STP-Urban 5,000-20,000 Program received 11 project requests for a total of $20,845,421 in federal funds. WisDOT approved 3 project requests for the 2022-2027 Program Cycle totaling $3,257,211.

The STP-Urban 20,000-50,000 Program received 10 project requests for a total of $26,663,819 in federal funds. WisDOT approved 1 project request for the 2022-2027 Program Cycle totaling $3,562,181.

The urbanized area MPOs and TMAs approved 15, STP-Urban 50k-200k projects for the 2022-2027 Program Cycle totaling $15,573,377.

The urbanized area MPOs and TMAs approved 26, STP-Urban 200k+ projects for the 2022-2027 Program Cycle totaling $70,291,049.
