This website details pavement and railroad crossing improvements on WIS 96 (Wisconsin Avenue) in the town of Grand Chute, Outagamie County.
Project location
The project is located on WIS 96, Wisconsin Avenue, from Casaloma Drive to North Badger Avenue, in the town of Grand Chute in Outagamie County.
Project need/purpose
The purpose of this project is to extend the service life of the existing pavement, provide an improved all-weather surface, and increase the ride quality for the traveling public. The original concrete pavement underneath the current asphalt on WIS 96 was placed in 1953, 1958, and 1970 with the most recent improvements taking place in sections in 1998, 1999, 2008, and 2011. The existing pavement is now showing signs of distress and longitudinal cracking is starting to occur throughout the project limits. This improvement project will improve the existing pavement surface and provide a safer and more efficient highway system for the traveling public.
Proposed improvements
The proposed improvement is a resurfacing-level project which includes:
- Mill and overlay of the existing pavement with concrete patching as needed from Casaloma Drive to Lynndale Drive.
- Slotted left turn lanes will also be added at the intersection of WIS 96 and Bluemound Drive as part of the Highway Safety Improvement Program.
- Minor concrete patch repairs will take place from Lynndale Drive to Badger Avenue.
- Railroad crossing resurfacing (just west of Badger Avenue)
- Railroad work will require a full closure of the sidewalk for pedestrian access.
- Abrasive blasting and repainting of the structural steel on the I-41 overpass structures
- Curb ramp improvements at various intersections
- New sidewalk at specific locations throughout the project limits
- Removal of the existing overhead sign and beam guard just west of I-41,
- Storm sewer repairs
- New pavement markings
The below project exhibit has been updated in 2025. It shows locations for various construction operations noted above.
Project schedule
- Design is ongoing and will continue through the fall of 2024
- Real estate acquisition is ongoing and will continue through 2024
- Construction is currently scheduled for 2026
Traffic impacts
A majority of the work on WIS 96 will be conducted under traffic during off-peak hours in the form of single-lane closures.
- Intersection improvements at WIS 96 and Bluemound Drive and the painting of the structures on I-41 over WIS 96 may require short-term lane closures at those locations.
- A short-term detour (one-week) of WIS 96 will be required for work at the railroad just west of Badger Avenue.
- This detour will use WIS 47 (N Richmond Street), WIS 125 (W College Avenue), and County A (Lynndale Drive).
Pedestrian access
Railroad work will result in THE FULL CLOSURE OF SIDEWALK at W Wisconsin Ave. near N Badger Ave in late summer or fall of 2026.

No pedestrian detour will be provided during the six-day closure.
- Valley Transit route 12 will continue to operate and pedestrians will be able to use bus stops on both side of the closed sidewalk to get across the closed sidewalk. Bus stop locations are noted below.
