US 10 (Nelson Road to westbound I-94 ramps), Osseo - Trempealeau County

Location

US 10 from Nelson Road on the west side of Osseo to the ramps onto westbound I-94 in the Trempealeau County city of Osseo.

Overview

The existing asphalt pavement, placed in 1995, is deteriorating in the form of cracking and rutting and nearing the end of its service life. The Wisconsin Department of Transportation is proposing to:

  • Remove the asphalt pavement and replace it with 8.5 inches of concrete pavement along with 6 inches of underlying base aggregate.​
  • Replace storm sewer, sanitary sewer and water main.
  • Replace sidewalk, curb ramps, curb and gutter.
  • Replace pavement marking.
  • Repair and replace existing concrete pavement near I-94 at spot locations.
  • Make spot bridge repairs on the bridge over the north fork of the Buffalo River (B-61-0282).

Real Estate

The existing curb ramps are not Americans With Disabilities Act compliant, and real estate is required in several areas to address this issue. In addition, temporary easements will be required along the length of the project in order to match existing slopes to the new sidewalk.

Construction currently is scheduled for 2025.

Traffic Impacts

During construction:

US 10 will be closed to through traffic and detoured using US 53, County HH and I-94.

  • However, there is a short section of existing concrete pavement repair and replacement near I-94 that will be done using lane closures controlled by flagging.
  • US 10 and US 53 run concurrent from US 53 North to US 53 South. The section of US 10/53 from Nelson Road to US 53 South will be closed and detoured using WIS 121, I-94 and County HH.
  • The contractor will be required to maintain a gravel surface for access to businesses and residences in the project limits.
  • A minimum of two intersections will remain open for north and south traffic within the project limits.
  • For pedestrians:
    • Three intersections will remain open for traffic traveling north and south during stage 1.
    • During stage 2, pedestrian traffic will be able to move about freely on newly constructed sidewalk.
